LIBECCIO’s Living Labs: Co-Creating a Smarter and Sustainable Tourism

Tourism in the Mediterranean area faces a double challenge: meeting growing demand while ensuring models that are both sustainable and inclusive. Living Labs are a powerful response to this challenge. They create real-life spaces where public authorities, businesses, universities, citizens and all other tourism operators come together to co-create solutions, transforming data into shared strategies and concrete actions. Within this framework, Living Labs are not just pilot projects but integral parts of a wider ecosystem. The ETIP Platform will serve as the digital backbone for local Living Labs, enabling data collection, monitoring, and evaluation, while ensuring that local experiments can be shared, compared, and scaled across mediterranean destinations.

What makes Living Labs unique is their ability to connect people, data, and governance. With the support of the Destination Management Support System, every initiative will be monitored and evaluated, providing a solid basis for smarter, more targeted decisions.

The LIBECCIO partnership has developed a dedicated Methodology to activate Living Labs, guiding territories step by step: from engaging stakeholders, to testing solutions, to scaling up what works in other regions. This structured yet adaptable pathway ensures that innovation is both locally relevant and widely replicable.

In the coming months, the partnership will launch the Living Labs, starting a process that combines co-creation workshops, field testing, data collection and exchange of best practices. This is more than a series of pilot projects: it is the foundation of a transnational community of practice, uniting diverse territories to shape a smarter, greener, and more inclusive European tourism model.
